Answer:
There is a 26 episode Mosquiton television series titled Master of Mosquiton ’99. This series, though, is an entirely new, self-contained story, separate from the OAV series, although all of the major characters from the OAV series also have roles in the television series. My understanding is that AD Vision does own the US distribution rights to this series, so expect to see in in America sometime in the future.
