Could you give an explanation why this goes to SSJ3 Vegito? I'm not a GT fan but I'd like to know the reason.

I don't know if he cant, but he wouldn't.

If we assume that Goku and Vegeta remained fused after the end of the Buu saga, then as well as a distraught Bulma and Chi-Chi, we would have a ridiculously powerful Super Saiyan who would have constantly kept training and fighting. By the time these GT villains showed up he would wipe the floor with them without needing to turn Super Saiyan 3.

Well, End of Z is around 10 years after Vegito fused. But the only place that Vegito could really train is Other World. his best sparring partners would be Pikkon and Olibu and all the other Other World tournament participants ganging up on him... while Vegito would wearing heavy body weights that Supreme Kai could create. If he trained on Earth, the best place would be 2 days in the ROSAT, and from then on just train in the Capsule Corp Gravity room. The only one he'd be sparring with would be Mystic Gohan, who is far weaker than him.

Would he actually have any gains from that? Even for 10 years, it's no longer gonna be breaking a sweat for him. That's like Arnold Schwarzenegger lifting 1 pound dumbbells.

Considering Vegito is part Vegeta I think it's far more likely that he'd leave earth, and travel around the cosmos looking for more powerful opponents to fight and train against.

Let's look at your original questions, and for this I'll treat Vegito as he was shown in DBZ

Could Vegito beat General Rilldo? Easily
Could Vegito beat Super 17? Easily
Coiuld Vegito beat Baby Vegeta? Not as easily, but still yes, I think
Disclaimer: If Vegito never unfused, there wouldn't be a Baby Vegeta to begin with
Could Vegito beat Omega Shenron? Probably not no.

If this Vegito could turn SSJ3 and use kaoiken x20 on top of that, would he be able to beat or just be on par with Omega Shenron?

Given that the strain of SSJ3 and kaoiken x20 won't be a factor.
