More like the morality level in my opinion. You never know, some people just don't give a damn about their kids. They sound like a couple that just love having sex and don't care what comes next.

There should be a test that determines if you are fit to be a parent. They could at least make an obligatory class that teaches you the basics.

Wouldn't work. It would be full of politically correct and you would only be able to pass if you believed in new age parenting.

Anyway, I don't know how it works in the US but here in Canada a class wouldn't be usefull since we already made a panflet that tells how to properly hit your child for discipline. As long as stupidity such as this exists a class would only serve to teach everyone that crap, what kind of a moron hit his child? Though determining if parents are fit those seem like a necessary step.
