I really can't decide I like them all pretty much the same. If any saga stood above the others a little it would be the CP9. But then again I absolutely love every one.

In order, its very cloe between the first 2. CP9 did have better fights but there was just something about Skypiea that I loved, I don't know maybe it was the Golden Rifle
I wasn't feeling BW saga at all it really seemed to drag on and some parts the drama was poured on too thick for my taste, though I really enjoyed the final confrontations with Crocodile. Can't rank Thriller Bark yet seeing how its still in progress. Skypiea CP9 East blue Baroque Works

East Blue - Pure raw One Piece elements here being introduced to later be perfected.
Skypeia - Had everything. Baroque Works - Narrative was perfectly executed. CP9 - Lasted too long even if it did contain some of the finest fights and narrative One Piece has to offer. Current - Haven't seen past 344 so can't decide. After looking at that can anyone really decide which saga was the best? I think not.

My favorite would be the Baroque Works as well, then CP9. The rest are alright to me, those two stood out the most for me.

1) Baroque Works
2) CP9 I must say though, if Skypiea were more consistent it would be an easy contender for the top spot. It starts out good, it finishes well, it just is badly paced in the middle. The reason I like Baroque Works the best is because the pace is so perfect. Even when events are unfolding slowly, it is handled with such skill that I don't mind. On the other hand, early parts of Water 7 can be really annoyingly slow. It's all about pace for me. Not to mention that the varied selection of villains for Baroque Works was awesome. There were hardly any lame enemies, except maybe that mole-woman. She got on my nerves a bit, but I guess you need someone a bit... unusual for an Usopp fight. I liked Baroque Works and East Blue the best. The walk to Arlong Park is the one scene that sold me on One Piece and it has been repeated in different variations since.
