Is telling your forum friends 'bout checking out your web page (which I am setting up) considered spem?

Advertising spam, I'd say. if you're gonna do that, why not use either of the two current threads in the off-topic forum for it?

Um... you can't go to the Off-Topic forum and find the two threads talking about other peoples' forums and websites that they visit? They're still on the first page.

Sticking a link in your sig is also a good idea - you can raise awareness of your site while keeping your posts relevant and on-topic.
