Steal your art?

This is something I have been seeing a lot of lately on DA. Yes, this is a DA rant. Anyway, I have been seeing a lot of people snippily declaring that you may not use their art and that you should not steal their art and that it's theirs.
Ok, I can understand that for original art. That's not what I am talking about though. I am talking about something else.
The first one that struck me was a piece of Aria fanart. You don't have permission to use my art *snip snip*
First, those aren't your characters in the first place and I doubt you got permission to use them. You're already on shaky ground with the "don't have permission" thing because you don't have permission either.
I can see a cause for gripe here if it were an original composition especially if there were touches like original outfits for all the characters. That particular image, done in that style with that composition are original.
It wasn't that either. It was a carbon copy of a screencap from the anime.

This exact scene with watercolor clouds.
This person was being snippy about others not stealing her artwork. How is that hers in the first place? It's a half step off me calling that screen cap my artwork.
I have noticed a lot of this since then. Someone will post something that is a straight copy of a scene from an anime or something from an official art book and then put a bunch of stamps demanding you not steal their art. What the hell?
