"Students were continually flouting length rules, creating headaches for teachers charged with monitoring them."

It was pretty much the reason I went to Catholic high schools but yes, the girls wear their skirts way too short. Just the right length for me, but showing way too much thigh for Jesus not to be offended.

Apparently it's stylish...
I don't know, most of the girls have their skirts hemmed as short as they can without exposing anything pink... Or you could say, without exposing anything special on a daily basis.
You'd think it's be done for male attention but even the girls at an all-girls school wore them the same. I think it's group behavior. Regulation length skirts are probably lame for female students.
I'd also like to say that they do not wear kilts. Women cannot wear kilts. It's only a kilt if a man wears it. The second a woman puts it on, it becomes a skirt.

You asked... What?
The students get the skirts hemmed to the length they want. The school has regulations but they are difficult to enforce. They usually kick you out of class for uniform violations but teachers aren't going to go around to every girl with a ruler to measure skirt length. Usually, very few girls have proper length skirts but nobody says anything. It's too difficult to enforce as a rule so they are taking away the skirts. All Catholic schools have dress pants as part of the uniform for girls anyway.

That's really quite unusual as a choice for schoolgirls: you can either choose to wear men's clothing or men's clothing as part of your uniform.
Very odd.
I suppose this is progressive thinking for the Catholics.
The idea of wearing a kilt too short too... I have the image of a girl with a belt of a kilt and a huge sporran. You know, the way schoolkids like to tie their school ties weird. -_-;

They buy the specified uniform from a supplier but they can alter the skirt to any length they want.
The uniform is often a choice of dress pants, plaid skirts, cardigans, polo shirts, dress shirts, sweater vests.

Uh....none of the Catholic schools I know allow shorts anyway.
It's long pants (slacks) or nothing. Shorts, being of a more risqué nature, might lead to gang violence and/or teen pregnancy. That and they are much too comfortable.

well they take away the Short Skirts, that never stopped them from wearing short pants... <_<
Oh, no. You have to buy a specific uniform from a certain supplier. In this school district, it usually consists of what I've listed before. There are no short pants for them to wear, besides gym shorts but that's different. Previously, a girl could wear either a skirt or a pair of black dress pants. In practice, they hem or roll up their skirts to make them shorter even though it's "not allowed." This almost always goes unnoticed because teachers aren't going to bother to make a fuss.
They're just getting rid of the skirts because they're tired of that.
Now, black dress pants... Never goes as planned. The girls mostly wear black, skin tight, painted on pants and that almost always goes unnoticed too for the same reasons.
Basically, they're just taking away the option between showing every inch of thigh or outlining booty from female students and just leaving the latter.

They aren't allowed, though what they wear isn't anything I would call dress pants. They just wear it anyway and don't get in trouble for it most of the time.
The uniform policy isn't extremely strict. As long as you have a resemblance of being in uniform, you're usually good as long as you don't cause trouble for a teacher. If you make things difficult, yeah the teacher is going to say, "pants aren't regulation" and kick you out but the official rules aren't strictly carried out most of the time. One or two teachers are real ****s about it though.

Really though, from an administrator's point of view, this is necessary. I've walked into rooms, taken one look around and then given the advice, "Hey, um... With the length of your skirt, you shouldn't be slightly leaning over a desk like that."
It is really funny that they have to change away a part of the uniform because they're slutting it up too much.

kilt
1. Traditional Scottish garment, usually worn by men, ...
...
3. a plaid, pleated school uniform skirt sometimes structured as a wrap around, sometimes pleated throughout the entire circumference;
...
Some followup: http://www.theglobeandmail.com/life/are-kilts-history/article1270251/
It appeared quite a big deal. District contains 25 schools, 19 of them ban kilts. 1,000-1,500 students in every school, slightly more than a half are girls. So, it's about 12,000 girls, that makes about 1.8% of the city population.
They've even invented "X-Kilt - a modified kilt with built-in shorts - which has since been phased out from their uniform lineup."

No, no it isn't. Not at all. Canada is not Sudan.
Americans seem to have this particular image of Catholic schools as being very strict with cruel nuns and all that. Ontario has Catholic school boards. They are pretty much the same as the public school board with a few exceptions. We get less government funding, there are religious elements in it and the high school, rarely some elementary, students wear uniforms. That's basically it. They are not private schools, they are Separate schools (http://en.wikipedia.org/wiki/Separate_school). There are no nuns and the rules aren't very strict. You don't even have to be Catholic. I knew Muslims and Hindus at school.
As for the religious elements, there is prayer in the morning and the occasional mass or liturgy. Also, there are mandatory religion classes where you watch with glazed over eyes, a soft spoken old lady talk abou... Abou... -_-

Not at all true of Catholicism, or, okay, as far as I've seen it. Since I was Catholic until I reached the age of reason (and forced to be Catholic a few times a year when visiting my parents during the holidays) I think I speak with some knowledge on this matter. Catholicism by and large is nowhere near that strict. It gets strict in that if you're a guy you take your hat off in church. Otherwise Catholic mass is a great place to check out the ladies, whether it is in pants, skirts etc. I do find that what you mention is true among, for lack of a better term, Pentecostal denominations. I will not speak further of this because though I've met people from such denominations, my opinion of most of them was less than favorable.

I do find that what you mention is true among, for lack of a better term, Pentecostal denominations.
Ah, the Apostolic Pentecostals. They're a fun lot.
The women don't cut their hair because of an obscure reference in the Book of David, I think. They're an odd bunch. Very devout, but they've got a very... inconsistent... belief system. They'll follow Old Testament rituals to the letter, even though the cited passages are only descriptive and not commandments. Then in the same breath, they'll beat you over the head with the whole "New Covenant" in the New Testament, pointing out how it basically invalidated everything that came before. Then, before you can get your mind around that, they'll toss out one of the Ten Commandments for you to chew on.
My reaction to one such proselytizer was, "Do you even have the faintest clue what you believe at this point? Because so far, you're weaving all over the road. I'm more than willing to listen, but you have to pick an idea and stick with it, if you expect me to follow what you're saying."
I had a friend who used to HUNT for Apostolics, 'cause the girls were looser than the entryway slots in a Vegas casino. All that repression + teenage rebellion = a girl who's out of her pants faster than a Sudanese reporter.
