i want to learn how but i don't know what i need to do or if there are cheap programs out there.
or while we at it where would i be able to find anime animated avatars :(

For here? Size limitation is too low for animated avatars. You can look through Levon's work or just use the site provided avatars.

You can make them on macromedia flash. I'm still learning though so I can't really help you out there. But also Photoshop has image ready (which I THINK is the animation side to photoshop)

I made mine. Google a .gif program and use the free trial. Uninstall accordingly.

I use Ulead GIF Animator.
As far as I know that's what Levon uses too.

I use unfreez to make my avatars, when they're animated.

It's really simple: You get all your .gif images (it only takes .gif), and you make them all the same size (in pixels), and then you drag and drop the files into the program.
All of my animated avatars have been made in that program, and it's free, and it's SMALL. The executable is probably a few hundred KB.
The downshot is that it's simple, and you're essentially making glorified slideshows.

You could use Animator-9 and its smaller than Unfreez by a factor of two without the need for installation. gif only but you could combine with Irfanview to really shrink size without losing quality.

I have yet to try Irfanview, though. That's why my avatars look kinda pixely and comic-booky when I save them as .gif. MS Paint sucks for that sort of thing!
Also, UnFreez requires no installation, it's basically taking an executable out of a zip file.

Use Iconlover. It's the best program to create animated avatar.

You could use Animator-9 and its smaller than Unfreez by a factor of two without the need for installation. gif only but you could combine with Irfanview to really shrink size without losing quality.
Looking at the screenshots for both of these, and the apparent lack of modification tools, can I assume that you have to have all other aspects of your animated gif already prepared, and you can't alter the image within the program? IOW, you have to have the dimensions established and images cut of every version of the avatar you want, as opposed to making a 640 x 480 master gif and then cropping/resizing at will? Or take out a couple frames of animation (without remaking it from scratch) if you discover it's 3k too big for your file size restrictions?

Yep, very simple tools. I admit, the solution I presented is much better for spritesheets than a ripped .avi or something.
