So after googling I couldn't find a satsifactory answer.
My language bar just uh... well it kind of vanished from my Vista tool bar., the space was still there, but the buttons weren't there, so I right clicked it, went to tool bars, and unchecked it. And well it vanished, and now there's no option for language bar under the right click menu.
So I went to the regional settings and selected "Show language bar on desktop" but it's no where in sight.
The funny thing is I can still switch between languages and junk, but I can't get to my settings. If anyone has any clues please let me know.

This happens to me from time to time but it always reappears after a few minutes whenever it dissipates. My case doesn't seem to be as problematic as yours...

I guess that Microsoft hasn't gotten EVERY kink out of Vista yet.

Did you right click on the start bar and go to "toolbars" and make sure "language bar" is ticked?

I had the same problem, only it was on XP.
It happened after I installed a game which changed my default language to Chinese so it could work, and that made the language bar disappear and I couldn't switch between the english/hebrew/japanese keyboard layouts I had set up using the hotkeys either (ctrl+shift or alt+shift iirc). The only way I could get the language bar back was to uninstall the game and do a system restore back to a few days before I installed the software.

The thing is after I unchecked it (as described in the op) the part that's supposed to say language bar is GONE! :O

I had a similar problem but I can't remember what fixed it.
Sometimes I would boot the computer and the bar would not show up...
It might be related to having Japanese set as the non-unicode program language?
posting this before someone says to nuke and pave

Prons, try pressing ALT (holding) then SHIFT. That is how I toggle through the different languages on my toolbar.

You have to re-activate it maybe?

that happens to me sometimes but then it comes back, I usually end up alt shift to make it come back because then it changes.
