Region 1 vs. Region 2

I was wondering why Hentai that is found in Region 1 before it is set to be released is all censored? I mean, if it is in Region 1 before it is actually released and not censored in Region 2, wouldn't it be uncensored here as well since it is not officially released?

Japan is Region 2 for DVD, so items are released first there in that format and generally censored. Region 1, which is North America, is normally a uncensored release due not having the censorship restrictions that cause Japanese releases to be censored.
