This is to get an idea of the Anime with the best animation, the categories are
80's anime
90's anime
00's anime
best of 2007
best of 2008
Best long running series
Best movie
also feel free to comment on specific styles you like.

Well clearly movies & OVAs will take over because they usually have the best animation. Would be more fun if we were just talking about TV series.

Well, movies is it's own category, so we won't have to worry.
Well, I wanted to say Akira for 80's, but I guess that'd go into movies... hmmmm... Well, for 90's, I'm really tempted to say Escaflowne. I don't know why.
As for long running sries, most long ones like Doraemon, Shin-chan, and Sazae-san still retain their signature style. And of course, I wanna say TTGL for '07, but I have a feelin' there might be something else.

So the others are only for TV series then? Not movies or OVAs?
Turn A Gundam's for 90's TV. I think it was one of the first TV shows to be in widescreen too but I could be wrong.
Zeta Gundam for 80's TV.
Galaxy Express 999 for 70's TV.

Escaflowne had amazing animation for the 90s
anything by Makoto Shinkai wins best animation. Aria the Origination deserves an honorable mention. as its animation is stellar through the series and gets even better towards the end.

80's anime: I'd say Macross: Do You Remember Love but it probably gets put in movies where it's handily beaten. Not much from the 80s strikes me as great unless it's movies and I've only seen a handful of 80s shows, can probably list them on one hand. Kimagure Orange Road maybe? I'm just throwing that out there though, it's a tough choice between various shows of mediocrity, there's got to be some epic shows in the 80s that I just never saw.
90's anime: Plastic Little no question.
00's anime: Tough since I want a Kyoani show but I don't think any deserve it to fill the slot for the whole decade, especially in light of numerous OVAs. There's some fantastic scenes in the Ah My Goddess movie but again, it's a movie. I'll say Blue Submarine 6.
best of 2007: Clannad, though I watched few new shows in 2007
best of 2008: Pass, I haven't watched anything new in months, Clannad was the last new show I saw other than a few episodes of Kyouran Kazoku Niki and an episode of Kanokon.
Wow, I spend so much of my time on galge now, I didn't even realize it, I'm obsessing over Princess Maker 5 and my all ages Kanon with the new English translation patch. I didn't even realize it, I still watch anime and I watch a lot (20 hours a week perhaps) but it's all older shows. I didn't notice, how long has that been happening I wonder?
Best long running series: The 5th season of Sailor Moon is breathtaking in comparison to other long running series but I'm unsure if I should include the awful animation of earlier seasons in it's regard.
Best movie: Princess Mononoke. Especially since so much was hand drawn.

1990s - Adolescence of Utena [film]
2000s - Galaxy Railways [series - 1st episode]

80's anime : --
90's anime : Cowboy Bebop has some fairly fluid animation, but nothing strikes me as one-of-a-kind from the 90's.
00's anime : Noein
best of 2007 : Seirei no Moribito
best of 2008 : Macross Frontier.
Best long running series : --
Best movie : Akira, Steamboy, Ghost in the Shell, Sword of the Stranger and the KARAS OVA.

80's anime: Dunno.
90's anime: Wow. That's a lot. But I guess I'll say Escaflowne in terms of quality.
00s anime: Spirited Away
Long running series: ....Dunno. The only seriously long show I've watched is Bleach and as much as I love the show, it's far from perfect and the best.
Best movie: It'll be a tie between anything Miyazaki and Satoshi Kon put out.
