I'm a huge Zoids: Chaotic Century fan but finding who did the background music was hard, they don't even list a composer in the credits & I didn't find out until today that its someone named Robert Etoll (http://www.qfactorymusic.com/composers_robert.html).
For years I had a hunch that many music I heard on TV & trailers were from the same composer that did Zoids because it was so similar. That or I was thinking the music was ripped off-_-;

His music is one of my favorites. I'v been uploading clips to YouTube:

Death of Shield Liger (http://youtube.com/watch?v=ierAbfhSRAo)
Resurrection of Shield Liger, Birth of Blade Liger (http://youtube.com/watch?v=tRxunxoNgtk)
Waltz Battle (http://youtube.com/watch?v=xwgp_NQkw5M)
Hiltz goes on a rampage (http://www.youtube.com/watch?v=Sd6MmvVvBBA)
Raven vs Triple Geno Saurer's (http://www.youtube.com/watch?v=SoDcMa9off0)
Death Stinger's fall from Space (http://www.youtube.com/watch?v=ldx2tsIy5Bw)

Oh stop being a bias fanboy as if only the Japanese do great music. They aren't gods.

Peter McEvilley did the music for Ninja Scroll TV. Really cool music.
Christopher Franke did great for the Tenchi movie. He is most known for the Babylon 5 music.

The only one I can think of is David Sylvian who wrote and sang the song 'For the Love of Life' especially for the 1st Ending of Monster. Though he's from the UK.

There can sometime be issues getting the rights to release the song in America which sucks. Such as Neil Sedaka with the Zeta Gundam OPs/EDs & Duran Duran with Speed Grapher. American songs not on the American release:huh:
However Geneon kept that "Do you want to" song in Paradise Kiss^_^

I'm sure there's more but thats all I can think of right now.

There's the guy who did the music for Blood+. I can't remember his name but I met the Music Producer, who helped him out with the composing, last year.

Hans Zimmer was his name (the producer). He helped the guy with the music to Blood+. Hans Zimmer is an Hollywood film scorer, and is responsible for the music in films such as The Gladiator, etc.

Interesting tidbit is that Hans Zimmer was the keyboardist in the band The Buggles back in the day! He was on keyboard on that popular "Video Killed the Radio Star" song, which was a hit in the UK and Australia. ^_^
