I found out what song this is.

Like the person said in the Youtube comment on that video, it is on the One Piece Movie 7 Soundtrack.

There are 2 versions of it:
Luffy vs Ratchet Round 1 (the one in the youtube video)
Luffy vs Ratchet Round 2 (slower)
