It sounds like Sexy Magical Girl or 魔法少女アイIt's possible, but the art seems a bit cruder than SMG, and none of the screenshots I found show that scene.

Keep the suggestions coming (ahem), however, as I can better verify (or deny) specific series than I can identify the image itself.

It kind of looks like Mido Miko, but kind of doesn't. As John said, the colours are off. Also, Mido's bangs are supposed to be cut straight across, and she has little tufts of hair in front of her ears that are absent from this pic. The hair bow does not look large enough either, just doesn't seem right.

That pic is from "Mission of Darkness". Animetric reviewed it recently. Bad news, it's out of print.
