Cliche? it might be but I'm trying to add more topics in here to keep One Piece up lol.
I've only just finished the Alabasta arc so my knowledge of one piece villians after that is vague but so far I think Crocodile was an epic villian. I mean come on the man's plan was the most flawless, ruthless, and "real" plot I've seen in a shounen anime. And what he did to some of the characters was just cold. Out of all the villains who came before him (and maybe even after from what I hear), he beat Luffy not once, but twice and only in round 3 did Luffy actually defeat him in their epic battle. My final point for picking him also being that I think (remember I haven't watched the anime much farther than their fight) he caused a change in Luffy's view on his own devil fruit, "I'm not one of those fools who is merely happy to just possess the power of a devil fruit, I improve upon mine to reach limits you could never imagine..." and caused Luffy to work on increasing his power and ability.

If your talking about favorite villan as in which one i like the most then its Buggy without a doubt hes almost not a villan in my eyes.
The thing between him and Shanks is so funny it makes me laugh just thinking about it ^_^ and when it did the Buggy side story where Buggy was trying to find his body parts that just made me like him even more especially when he was drinking beer with treasure box man Lol and hey he can actually turn into a Buggy car too i mean what else can i say.
If you mean whos the best as a villan then yeah i agree its Crocodile ive just past the Alabasta arc too and i pretty much detest Crocodile evreytime he laughed i wanted to shut him up with a quick right it was good to see Luffy shut that trap up once and for all.

My favorite villain is definitely Crocodile. There's not really much else for me to say that wasn't already said by the original poster.

I agree that Crocodile is the best villain in the series and I'll add Mr 2 to the list. Honestly, I don't think One Piece has the greatest villains in terms of likeability. They usually do a great job at being evil and it's easy to dislike them while rooting for the heroes. However, none of them really jump out as favorites of mine.

I remember hearing/seeing somewhere it was because of his intelligence more so than his fighting ability (like say Mihawk) but not 100% sure on that :).

Crocodile's bounty is 81 million beli and the others have around 300 million or more. So you tell me...

Well no matter as to his power i cant imagine many being as evil as him and as said before he must be pretty damn clever to come up with his long drawn out plan to take Alabasta, these attributes must have something to do with why he was a Shichibukai.

It could also just be that he was obviously the weakest of the Shichibukai in terms of power, though obviously he does have a pretty broken Devil Fruit ability, until you figure out that water is his weakness. Just like I'm sure someone like Aokiji who has obviously shown that he is tremendously strong, he'd be at a big disadvantage against Ace. I mean look at Enel, in terms of brute strength, he definitely looks weaker than Rob Lucci, but Enel would have the advantage with his Devil Fruit ability for sure.

Enel's devil fruit power is probably the strongest in One Piece (maybe weaker than Blackbeard's) but unfortunately Luffy came and whooped him.

I think Crocodile made Shichibukai because he transformed on reflex, rather than other Logia users who have to will their transformations. If Ace or Smoker is shot at with guns, they have to knowingly transform themselves to dodge the shot. Crocodile would transform the instant the bullets touched his skin, even if he didn't know the gunners were there. That's my take on it at least.
And Crocodile's my favorite by far.

Well, I'm obviously not all the way through, but so far my favorite villain is Smoker. My favorite villain at being evil is Crocodile, because I've never hated an antagonist so much in anime.

I agree with Crocodile being the villain's villain here. Rob Lucci for a close second, definately my favorite Zoan-type. Buggy isn't a villain to me, he's just too clumsy. As far as the worst though, THE WORLD GOVERNMENT, wins. Not only do they have such underlings like Crocodile, Gecko Moria, Blackbeard, but they don't really seem to look into such things like underground organizations some of them had, not to mention Donflamingo (edit: he too should be noted along with Croc, & G.Moria) really scares me.
Crocodile - Shichibukai though, it was noted that Crocodile's bounty would have been 162,000,000 if the World Government knew he was the head of Baroque Works (probably even higher if he prevailed) though that new bounty wouldn't be an improvement. Still nothing compared to Jin Bei's 250,000,000. He does beat Boa Hancock, but I don't know if that info was around 2 years ago. Still most Logia-type fruits have been pretty devastating, especially establishing him's powers on Sandy Island (Arabasta Kingdom) Its just horrible luck he had Luffy to run into him ruining his reputation, Kuahahaha!
Oh, and another thing, bounties have nothing to do with strength. Crocodile could have just been as strong as the rest, but did nothing that would piss off the World Government. Possibly he became a Shichibukai because he defeated a lot of other pirates; attacking marines and ruining their image is more likely to get you a huge bounty.
I am not sure how to add the spoilers thing, but this might spoil things in the Enies Lobby Arc (if the reader didn't see/read it) both Usopp/Chopper are good examples of "threat vs. strength" behind bounties. Usopp (as Sogeking) burned a World Government flag, we all know how "strong" Usopp is, his bounty is higher then Chopper's & in Chopper's case, WE KNOW he is strong, but again the World Government doesn't know about his seven transformations, so they didn't know that Chopper caused a lot of damage, and he only got a 50 B (Berry, Berri, Belli, idk) bounty.

For me Crocodile and Rob Lucci were great villians, they were badass and evil, and it felt good to have their ***** kicked. However if I'm right in thinking Kuma is the final villian for this arc (or even if I'm wrong), I would have to say Kuma is my favorite. He is clearly a bad guy, however he obviously isn't as straight-forwardly evil as the others. we now knowHe is an old friend of a good guy, probably in the revolutionaries, yet he offered himself up for the treatment to become a cyborg. It would be awesome and a refreshing new dynamic to the series to find out the factors and reasoning behind this choice, and, whatever Doflamingo says, I think we will get to see the real Kuma at some point. Maybe at his final moments? who knows. But I find it really interesting how he saved the strawhats before he lost all of his humanity. Maybe he realized what was happening and used the last of his free will to save who he thinks is the/one of the hopes for the future?
