Shizune is the attendant and aprentice of Tsunade and Anko is Orocimaru's apprentice.

I would have to go with anko. She did train under orochimaru and has a rather twisted side to her. Shizune would be more of a support character while anko is a hardcore thrasher! (see the fishnets baby!) *headbangs*

We haven't seen enough of Anko's abilities to make an accurate assumption. We can assume she's quite good at basic ninja techniques like the Bunshin no Jutsu and Henge. We've seen a few of her snake jutsu, and at a bit of a stretch, we can assume she also probably knows the Kage Bunshin no Jutsu.

Shizune is a healer who's forte in combat is using hidden weapons or bio weapons. Hence making her one of the more realistic ninja in the series (in my opion. I mean, honestly, what self respecting ninja would wear all his equipment out in the open?).

Between the two, I'm joing to have to say Anko. She got Orochimaru off guard at his prime; whereas Shizune couldn't even handle Orochimaru's attendant. I'd also assume that before the timeskip Anko was close to being as strong, if as strong as Kakashi. Shizune's good, but she's nowhere near that level.
