chakra to chakra? probably the Kyubi, as far as I understand the more tails a beast has the more "powerful" it is. So that would make Shukaku the weakest and Kyubi the strongest. Not that Gaara is weak lol, but thats getting into Jichurruki and a whole nother topic.

Considering Naruto beat Shikaku awakened without Naruto using any of his tails, I'd say its pretty obvious.
Gaara however is stronger than Naruto, but Naruto's Jinchuuriki possesses the ultimate chakra.

No, he's not! Gaara is weaker than Naruto, Gaara had more control over his bijuu when they fought because Gaara knew from birth he was a jinchuriki and Naruto didn't know until he was 12. Naruto was able to beat Gaara in his complete possesed form (durning the cell tournament after Sasuke gave him a senzu, nevermind) without himself becoming possesed.
On a side note, Gaara is forever dead to me. His death was cool and dramatic and then it had to be ruined by bringing him back.
That truck should have backed up over him!
