I've been looking at a game called "FMA and the Broken Angel". I noticed there were video clips and scenes that weren't in the series. Is this game based on an OVA/movie?

Nope. IIRC all 3 PS2 RPG games are original stories with original animation done for them. Broken Angel is the first game, Curse of the Crimson Elixir is the 2nd and Kami o Tsugu Shōjo is the 3rd. Square Enix did all 3 games, but unfortunately Square's name only took them so far. After the 2nd game they decided not to release the 3rd here in the US.
As for the other FMA games, we're also not going to get the PS2 Fighting game, and the two GBA rpg's.
I personally didnt care for Broken Angel, Curse of the Crimson Elixir was a huge improvement. If you want a game that follows the storyline, get Dual Sympathy for the DS. Its a streets of rage-esque fighting game with different mini games and alchemy symbol drawing using the stylus. Definately worth the purchase.
They just released the Fullmetal Alchemist TCG game for the DS, and supposedly Destineer are working on bringing over a PSP game, and a PS2 game (possibly the 3rd RPG that Square didnt release).

I thought it looked a bit strange. In the back of the FMA artbook there are sketches and stuff for it. I didn't like the way that the big mohawk guy looked. He's kinda scary.

Well, the games have a bit of a different vibe sometimes... (I especially stress this after reading the summary on wiki) from the original animated series... but that's why I like the games!
