It seems to me that there are two types of sex/nudity in public:

Covert, which is done for the thrill of the possibility of being caught, or the immediate need and the lack of a better venue. In either case, the participants have a hope that they will escape detection, or at least identification. E.g., the aforementioned sex in the park, or on the roof a school.

and

Overt, which is done for the purpose of performance or the breaking public expectations (that is, for the sake of exhibitionism)—or because the participants just don't care. E.g., sending your sex slave(s) out in public to strip naked for the subway commuters, or (It's A Family Affair episode 2b) having sex in a parked car without regard to passersby.
