When I worked for Dell we used to have a guy that insisted the "radiation" from his monitor would make his hands turn blue when he put them next to the screen. He would call at least once a week to give us "reports", and even build a lead case with lead glass on the front and his hands still turned blue. Eventually we just sent him a monitor to get him to stop calling, but I have a feeling the author is this same guy.
