Not by any means. Dragon Ball has had several decades to develop a fanbase consisting of millions of people. If Naruto ever gets to that point it wont be for several more years.

Not yet. Right now, non-anime fans can see a Dragonball Z-style character with golden hair and think, "Oh, that's from that Dragonball Z fighting cartoon thing." Naruto is starting to reach that point with all of the merchandise for it, but it'll take a while longer before it becomes that recognizable.

Just for the record, Naruto ratings are not poor, nor will it be cancelled at all because of that. It's ratings are around the 8% area, which is very good for an anime series. *shrug* That's hardly an indicator for its cancellation. I haven't paid much attention to any of its ratings since the fillers, but since it made it through nearly two years of that, it'll most likely continue on until the series' finish.

Yeah Dragon Ball is still having its era. With all the reruns and all. There is one little boy I know that loves both but if you ask him what his favourite is he'll say DBZ without hesitaion. All because of Hildegarn. One Piece is having its era in Japan and soon in the US come Fall.

Before I start I would like to say that this post is entirely my opinion. I mean not to offend anyone, and in reality, if you are offended, sorry in advance.

I don't think Naruto will last in the English Anime. Anyone who is remotely interested in Naruto has/should watch it in Japanese. The voice actors for the English Dub just ruin the series IMO.
DBZ has fine voice actors (except for Trunks) but doesn't make me hate the English Dub.
At most anime cons, I see more Naruto Cosplays than DBZ, but that could just be from the difficulty of the DBZ hairstyles.

A Series To Series Comparison:

Naruto: 220 Eps, + 18+ from Shippuden
DBZ: 150+ from DB, another 200+ from Z, and 64 from GT.

The DB was much like Naruto, focusing on Comedy over Action. However, Naruto has much better action sequences than DB did, and had more of them.
DBZ was solely based on Action and fight sequences, spanning usually 5 or more episodes (Think Frieza and Goku Fight). The fight sequences of DBZ usually were faster paced than the Naruto ones.
Now, Naruto's (The show, not the character) fight sequences often include flashbacks (from here on referred to as Fluff), which added a new dimension to the fights.
DBZ I found, tended to get repetetive faster than Naruto did. DBZ usually had Goku achieve an unheard of Level of Power and beating the enemies with Spirit Bombs or Dragon Fists. Goku fights for Earth and yada yada finds strength in helping his friends.
Naruto's (the Character) fights may seem repetitive too, his fights usually being to not hurt his friends or something like that. Naruto rarely uses his Rasengan to Taijustu to take down his enemies.

Characters:
In DB/Z/GT, most characters have a Kamehameha-like Technique. (Kamehameha, Light Grenade, Galick Gun, Masenko etc)
Even the bad guys have these moves (Cell, Kid Buu). It makes for a good Light Show and it is cool but like I said before, gets repetitive.
Almost 0 characters in Naruto have the same "Final Move" and almost every character has a different moveset.


Since I don't really feel like typing anymore, my final vote:
NARUTO beats DBZ.

Dragonball will always be THE template shonen fighting show. Not that there weren't others even before it, but it was the first monstrously huge one. Everything after, even if I'd rather be watching something newer myself, will feel like a shadow striving to become as large as Dragonball.

I love a lot of shonen fighting shows though, even some that are no where near as big as even Naruto or Bleach or even YYH, so I'm pretty thankful DBZ existed. Its success probably gave birth to a great many shows I like. Even if the author tried to strive away, I'm sure the studios that animated their projects or published their manga had the DB level dollar signs twinkling in their eyes.

I seriously could not have said it any better myself. Naruto is simply being too diplomatic. Toning down the scale of their fights as to seem as if they were trying to be reserved. They ended up shooting themselves in the foot. Claymore and One Piece feels like the directors simply said "to hell with diplomacy" and its working. In the past the story was that of greatness. Yeah the good old days of Naruto.

But popularity can be measured, no? By money generated, ratings, and just impact in general. In all of those cases, I believe DBZ tops Naruto. I realize that Naruto isn't done yet, but I do not think it nearly as marketable as DBZ was. Either way you split it, popularity shouldn't be measured in people's opinions. Why? Well, popularity is determined by majority rules for the most part. Not the individual opinions of each person, rather it a fan of Naruto, a nonfan, or a so-called Narutard.

You never grew up in dragonball, You probably saw an episode from the Ocean era that's coming on toonami before the next episode of Naruto then aid you "grew up with it". You most likely were 2 years old in 1996 or not even born yet.

But to the question. No, Naruto's not as popular as Dragonball it's not in the same league. It's like saying that Cloud from FFVII would lose to Rikku from FFX-2, or saying that Gundam Wing is the best Gundam series ever, or saying One Piece's and Sailor Moon's dubs pwn the sub versions.
