I always thought that Hinata could see the chakra points, I guess I've not been paying attention like I should have. I can answer your other question though. I'll hide it in spoiler tags for the benefit of anyone who's just recently started watching...

All the members of the Hyuuga branch family have that mark. It is a cursed seal placed there by the Hyuuga main family. It gives the main family complete power over the branch family members, since the seal can cause death at the whim of the main family
