I'm bored, I have a pack of blank index cards, and I feel like
being creative. Anyone have any ideas of making a card game that's
NOT a rip-off of an already made one?

How about . . . hmmm, processing . . . processing . . . processing.

Hmm, how about a card game where you have Castle cards and Troop cards, you use Castle cards (walls, towers, gates) to build your castle and Troop cards (maybe stuff like pikemen, knights, catapults) to tear down enemy castle cards. The game mechanics are up to you.

Make an "Animenation card battle!" card game. But make Sure Solid-Snake is the best card.

Solid-Snake's idea was good.
And make Haro! like the ultimate women magnet card. All female character cards rendered useless when Haro! is in play or something like that.
Alice Catherine could be like a trap card (jailbait)

Ooooh superplough can be the card that powers up other cards. Because they get super-plough-ers.
