When you change the region code on your computer, does it affect anything other than the DVD drive?

Your computer doesn't have a region code. Only the DVD drive does.

Affect.

Not quite right. OS and player also have region code. Read here: http://forum.rpc1.org/viewtopic.php?t=239.

Better, try to find region free firmware for your drive here: http://forum.rpc1.org/portal.php.

Those additional two settings would only be relevant to the oriiginal poster's question if he flashed his DVD drive's region code to 0, not if he merely changed it via the normal software. If he changed it via the software, the Windows and PowerDVD player settings would be changed at the same time.

That kind of software has the tendency to mess up you're drive.

You don't need to change your region code, just run AnyDVD in the background when you want to play a DVD from a different region, AnyDVD will automatically remove the region code so it'll look like a region free DVD to your OS.
