I have yet to watch it, but that looks as if it is one of the lead characters from The Last Kunoichi (http://www.animenation.com/tlk-001.html) (AKA Milky's Kunoichi Bakumatsu Kitan; "kunoichi" means "female ninja").

I don't have a specific thread, but look for "JapanAnime" and Morgan Evolh, the user name of the JapanAnime Representative. (If you log in you can use the search function.)
