I'm starting to figure out the plot for a book I plan to write and I need some peoples opinions.
Should the villan be a "He", a "She", or an "It".
The villan wants total destruction and has nothing left to lose. What should his/her/its motive be?
Thats all to start with. I may have more soon.

How about all of them? May be in different stages of evilness (is that a word?), with different motives. If the villain has nothing to lose, it implies he lost all , no? So what did he(they) lost? That might be a clue to his motivation.

The answer to this question (and all of your subsequent questions) is simple: Which choice more effectively tells the story and communicates your point? That's the one you should choose. To make any other choice is shoddy writing.
None of us can tell you which is the most effective. Only you can know, because until your story's written, none of us know it.

If you do not even know this much on your own how do you intend to write an entire novel?

Wll, all novels start somewhere. The thing is, once you start writing, things begin to flow together and you can end up with a very different plot or characters. So don't worry to much, jot all your ideas for this character down and use the ones that you see significant.

The thing is, I'm a very indecisive person. Normally, I would ask my friends at school, but school doesn't start for another week so I'm asking all of you.

Revenge is always a sweet motive, though it can be dull and cliche if their isn't an original and awesome reason FOR the revenge.
And, the evil dude should be: Doesn't really matter...depends what their motive is.

if the villain is a woman then you could do something like at the end she could fall in love with a good guy or realize she was wrong and then try to help the good people with her last breath. make a little drama... ^^
