Yes it does, the first five discs are the series and the last one is the directors cut episode for the last two episodes (I believe). I own the series but have yet to watch the final disc. Maybe someday...

Because the movie is considered to be the Director's Cut of #25 and #26. It's based on the original scripts and storyboards for the Evangelion ending, but GAINAX ran out of money and had to make a bizarre abstract ending instead of what they had originally planned. When Eva became successfull, they made a movie of it, to complete Anno's vision. Although it's open to a certain amount of debate, I regard the two endings as being a different point of view of the same events.

No. I have those DVDs. There's no director's cut of 25 or 26 on that disc. Just 24.

Er... I own it. I'm telling you, the versions of the last two episodes are not directors cuts. There are no such directors cuts of the last two episodes, unless you choose to count the movie, which is divided into two parts, each corresponding to one of those two episodes.

I don't know what else to tell you. There are only three director's cut episodes, there have only ever been three. Unless you count the movie. You don't have to believe me, of course. You're more than welcome to buy the DVD in question, and watch it side-by-side with the final platinum volume, and you will simply realise that you wasted a few bucks. There's nothing on there that Platinum doesn't contain.

EDIT: Nevermind, I just realized what you meant. Even though it is listed as having episodes 24-26, only 24 is a Director's Cut and the other two are identical to the TV version.

But this statement on the description is misleading:

"The Directors' Cut is not just a remaster, but a revised and re-edited special edition produced under the careful supervision of creators Hideaki Anno and Gainax to include amazing new footage never before available outside of Japan. The second volume contains Evangelion episodes 24-26 in both the extended Directors' Cut versions and the original broadcast versions, allowing fans to see the creative progression of this seminal title's final moments."
