Shift_JIS art

Anyone here know how to do it? I tried to do it one day for the first time but it didn't work out too well. Is there a place where you can learn it??

well they also have a wider range of shapes that they can use in their pictures since they are using kana to make som curves

In addition, probably due to cultural influence of Manga, Shift-Jis arts tend to have more "story" in them.

Does it have to be Shift_JIS, or coudl it also be EUC-JP, or even UTF-8? I know Shift_JIS is the popular format for Web pages in Japan (according to the majority of articles I've read on encoding).
