If you wanna watch it he's in episode 73 and he duels Judai. I don't remember his name but oh well, and Saiou is the creepiest weirdo I've ever seen in my life I think. He's eyes are yellow, what's with that?

I haven't had a chance to read through all of the replies, but I'd be surprised if Neon Genesis Evangelion hasn't been mentioned.

Almost everyone in the series is guilty of some whacked out face at one point or another. Sometimes it's in the form of an inner contemplation taking a rather "odd" shape in the form of their own image talking back at them, at other times it's a look of "bloodlust" as one of the children pilot an Eva or what not. At times, "creepy" indeed.

Examples from one series anyway...plenty of them could apply.

Saga from Saint Seiya had some really creepy face moments when he first "revealed who he was". Shaka of Virgo shows his creepy faces quite often as well. Milo sometimes shows creepy faces when he's grinning. I wouldn't dare count out Zeros from the Hades OAV when he's getting all hyper watching Pandora torture Rhadamanthys. Pervert.

I'd also like to add Hail from Bucky. He's such a hot guy, but those creepy faces he puts are such a huge turnoff.

whenever Kiyo gets mad at Zatch in Zatch Bell, his face goes all creepy, like a demented devil face. It creeps me out whenever I see it. Also, when he is dancing to Parco Folgore's music, that's creepy.
