Old post, but yes, once upon a time there was. The company made a low budget hentai anime where these spy chicks got captured and tickled. The art is very 80's, but decent. There is a lot of looped frames to ave on costs. I knew the creators. They specialized in live action, but wanted to try an anime. The company went out of business. It was interesting. I have a vhs copy that i bought from them.

It's psychological. Why do some people get turned on by red heads or large boobs or dressing in up in their mom's clothes? ;) My guess, and that's all it is, most folks who enjoy tickling have a concious or unconcious desire to control or dominate without actually hurting. Although tickling can actually be very unpleasent or even painful, the laughter creates the perception that the "victim" is enjoying themselves and creates a psychological reinforcment that it is not painful. I'm sure that there are other reasons. Some people like to perform aggressive tickling that actually causes a person to cry from the shear unpleasentness of it. However, that is a small segment of tickling fetishists and I think that the former explaination applies to the larger segment of tickling fetishists who look at tickling sexually. Then there are those who enjoy being tickled. I've known women who orgasm from being tickled. However, that is another matter.
