"As an older anime fan [...] I still enjoy anime targeted towards my age range such as Morbito or Graveyard of the Fireflies."

Graveyard of the Fireflies was not targeted towards older viewers. In fact, it was released in theaters alongside with My Neighbor Totoro and both films target audience were children.
Moribito is also an anime adaptation of novels aimed at children.
The fact that both series you thought were aimed at adults were in fact aimed at children and their parents just corroborates once again how different American and Japanese culture are, I believe.

I don't mind watching something that consider for kids anymore. I haved watched Kim Possible, Gargoyles, Power Rangers, Batman TAS, Pokemon, Digimon, latest Transformers and GI Joe, 2000s remake of He-Man, remake of Thundercats. I watch what I like I don't care what anyone thinks. I just bought five t-shirts from 80s shows that I watched as a kid and one from Star Wars.

Well, Shinchan's not really for "children". It's targeted to older kids. I know it's gotten to the point that children watch it, but that was never the target audience.

"Rather than call an increasing interest in children’s anime “regressing,” I’d call it expanding one’s interest and familiarity with Japanese animation. "

I think it has more to do with the fact that it's the last segment of the industry where they actually try to make the content appealing to a broader audience, rather than just otaku; so they actually bother working out decent stories more of the time.

I find the exception to this rule is anything Studio Ghibli. I see more teen fans express interest in those films than other shows aimed at children. Granted, we don't offer a lot of titles Americans would consider children's programming, but I never hear anyone say they're too old for Ponyo or Kiki's Delivery Service.
