The author's belief and the anime's world can make quite a difference. I remember in Pani Poni Dash that a cat popped out of a soda machine holding several body warmth sodas and referred to himself as kami. To quote: "Kami desu, nyah." I think the genre most accurately determines the kami in anime. In comedy he will most likely never be a serious being. Kami-sama appears in many different forms throughout anime.
